The purpose of this IM is to continue the development of a M&E system to measure the transition of PEPFAR partner contributions to national, provincial, and district health systems development, including measurable capacity and performance results that strengthen the SA health system.

The system is meant to be aligned and integrated with PEPFAR’s Monitoring, Evaluation, and Reporting (MER) requirements, and the priorities of the SA NDOH and partners. It will enable PEPFAR to quantify its contribution to the SA response to HIV and TB through TA for health system strengthening with the development and tracking of TA indicators across all work streams (e.g. Health Systems Strengthening, Care and Treatment, Laboratory, and Prevention/OVC). PEPFAR funds will be used to develop a M&E plan and measurement tools to monitor partner contributions to health systems development at national, provincial, and district levels; and develop a PEPFAR SA M&E framework that integrates the different indicators used to measure the transition of PEPFAR partner support for service delivery at national, provincial, and district levels.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
